You’ve heard it a hundred times: Build a CBO campaign, layer in some interest-based ad sets, run Advantage+ placements, and hope for the best.
That advice works-until it doesn’t. And for most businesses, it stops working somewhere around a 2x ROAS.
The problem isn’t your creative. It isn’t your offer. It’s your campaign structure.
Most advertisers build what I call the “Audience Sandwich.” One campaign, ten ad sets targeting different interests, five ads per set. The algorithm doesn’t know who actually wants your product, so it wastes budget trying to figure it out. You end up with a flat line instead of a growth curve.
I’ve spent over a decade scaling Facebook campaigns and millions on platforms like TikTok. Here’s what I’ve learned: Campaign structure isn’t a technical detail. It’s your strategy in action.
The Core Problem
The standard approach fails because it treats every prospect the same.
You target “women 25-45 interested in yoga” in one ad set and “women 25-45 interested in health” in another. But you show them the same creative, the same offer, the same message. The algorithm gets confused. It optimizes for the easiest conversion instead of the right one.
The result? Your reporting shows a “profitable” CPA, but digging deeper reveals that 90% of conversions came from one retargeting pool. Your prospecting budget is burning, and you don’t know why.
The fix isn’t more automation. It’s better segmentation.
The Three-Phase Structure
We build campaign structures that mirror the customer journey, not our guesses about their hobbies.
Phase 1: The Buckets (Prospecting)
Structure: 1 CBO campaign, 1-3 ad sets
Stop slicing interests into tiny segments. Use Advantage+ Audience and let Facebook find your people based on your creative, not your assumptions.
Instead of targeting “yoga” and “meditation” separately, target intent proxies:
- Ad Set 1: Broad targeting (USA/Canada, 25+)
- Ad Set 2: Engaged shoppers (people who clicked ads in the last 30 days)
This is the lean startup approach. Run a fast, cheap hypothesis test. The creative is the product. If the ad works, the audience finds itself.
Phase 2: The Sieve (Retargeting)
Structure: 1 CBO campaign, 3 ad sets
Retargeting everyone who visited your website in one bucket is lazy. You need to match the message to the action.
Segment by behavior:
- Video viewers (50%+): Education or testimonial content
- Page engagers (likes, comments, shares): Social proof or user-generated content
- Cart abandoners: Urgency or discount
You’re speaking to what they did, not who they are. This is empathy in practice. You know they were close. You just need to answer their last objection.
Phase 3: The Crane (High Intent)
Structure: 1 campaign (lowest cost, no cap), 2 ad sets using ABO for control
This is your cash cow. You’re farming your best asset.
- Past purchasers: Cross-sell or replenish
- High-intent lookalikes: 1% lookalike of your purchasers
You’re not wasting budget finding new people. You’re using your existing data to clone your best customers.
The Discipline: Kill What’s Bored
Structure is only half the equation. The other half is ruthless discipline.
Apply the 30-60-90 rule to your ad sets:
- Days 0-7: Learning phase. No changes. Let the algorithm learn.
- Days 8-15: Profit check. If CPM is high and CTR is low, your creative is fried. Kill the ad set-not the ad, the entire set. The audience is bored.
- Days 16-30: Transition. Move winning ads from your prospecting phase to your retargeting phase.
Most people fail because they can’t turn off what worked last week. An ad set that delivered a 5x ROAS on Tuesday can drop to 0.5x on Wednesday because the algorithm exhausted the audience. Kill it. Let the cash flow to your high-intent phase.
Why This Matters
This structure isn’t about getting more sales. It’s about predictability.
When you have a clear funnel-prospecting, retargeting, cross-sell-you stop guessing. You know that spending $5,000 on top-of-funnel will generate $15,000 in your retargeting pool, which will yield $30,000 in checkout.
That’s a forecast, not a prayer.
Your Next Move
Stop running the Audience Sandwich and hoping for a miracle.
Build the three-phase structure. Segment by action, not guesswork. Kill what’s bored. Track the movement between phases using your data dashboard.
Your campaign structure is your operating system. If it’s flat, your growth will be flat. If it’s designed for the customer journey, your growth will follow.
Now go fix your structure.
